I do have the carpets cleaned before I move out of rentals whether it is an office or apartment. I use a reputable firm and make a copy of the receipt for the landlord and I take pics of the place once it is vacated. In this state the landlord can not charge for normal wear and tear. They can charge for cleaning and the carpets are a huge way for them to zap a tenant. They get a big discount because the use the same cleaner a lot and then they tell you it cost $400 or whatever to pocket some more money. If they charge you I would demand to see the receipt to make sure it is not a ripoff.
