It could still be several months. The more they look the more they find to repair.
Trucking in reserves from the surplus areas is too costly so 90+ percent is coming in on tankers from foreign sources.

It is a longer route for the boats. The pipeline really did supply a lot to the region.
The tankers that made the runs from Alaska have to go more than double the distance
to get the crude.

Now think outside the box.... How can it cost more to ship/truck oil to Spokane from Alaska than to ship/truck oil to feckin Kansas from Iraq??
If what you are saying meant squat our gas would have been butt ass cheap until the pipeline broke. Its all bullshit. 100% bullshit. It is nothing but and excuse to maintain higher prices here, where public opinion/politics has demanded a slight drop elsewhere.
There is three times the refining capacity in the gulf then on the west coast. The Atlantic crossing is shorter than the Pacific crossing where they go an extra 1800
miles after going through the Suez Canal to get to the Pacific.
Extra transportation is going to cost more.
