In most states here, we have such bans. No smoking in any public building, basically... schools, offices, restaurants, bars, etc. I know the smokers all griped for a while when it was first set into place, and when it's cold outside they still gripe some, but overall they've gotten used to it around here.
The way I see it, it's a good thing. The smell of smoke makes me cough and I get choked sometimes from it, so knowing that unless I'm just outside of a building (generally a distance I can hold my breath for while entering or exiting it), I don't have to worry about it. Maybe this will help lessen the number of cancer cases from second-hand smoke.

There hasnt been any public buildings, restaurants or the like to smoke in Canada (or maybe just BC) for as long as I can remeber. They're banned to their homes and streets or parks. I love that law! I just wish they'd enforce a law keeping smokers from smoking in homes with young children.

If you want a flipside, studip (<-  ) as hell law/rule on smoking, they just changed city policy here. It used to be that you could smoke in any city vehicle so long as noone in the vehicle objected. Perfectly sensible rule to me. I am a non-smoker btw.
Now.... no smoking period. So, our drivers are expected to park, get out, take 5 or 10 minutes to smoke a cig, then get back in and keep going!!  We have had a couple drivers called in on, the citizen citing, "it is MY vehicle and I don't want him smoking in it."
Of course, our answer is, "if it his vehicle then he can come clean the shit traps out or wash it too!!"

Sensible? So what about old women and young mothers who just may not want to ask the man who's smoking on the buss to stop? I've seen some nasty, drunk ass people on busses, and confrontations do happen as is. I think that one is just begging for a problem. To me a rule of 'so long as nobody objects' sounds ineffective to a great extent. Then again, Ive never seen it in use, so what do I know?

they want to pass on of those in my city (or state don't remember) i personally don't care either way cuase i don't smoke, but some locations like a bar or club shouldn't really matter

You know who was to blame for our smoking? Sir Walter Raleigh...no he didn't invent the bicycle!!  But, he did bring tobacco & the potato to England from his travels.
Can just imagine his conversation with the queen:-
Queen: What is that?
Raleigh: Its tobacco.
Queen: Whats it for?
Raleigh: Oh some people chew it & spit the juices out on the floor & some people roll it in paper & light it & smoke it?
Queen: Smoke it!!??...What do you mean?
Raleigh: Well your majesty simply suck on the end (where have we heard that) inhale the fumes down your throat into your lungs which causes you to cough your guts up.
Queen: Well that sounds like fun, gimme some of that spitting coughing stuff.

It won't have any impact, trust me. They banned smoking in the republic of Ireland ages ago and it hasn't made a difference at all to people going out to pubs and clubs so I shouldn't think it'll make any difference in the UK either.
All the smokers just go outside the pub, club or restaurant to smoke instead. Its no big deal.
