In the book the night seekers are portrayed as being intelligent, so I lean towards the seeker having set the trap. And as already pointed out, there is a main seeker... the one who shows empathy for the seeker trapped and stolen by Neville, and he appears again and again throughout the movie. At the end, he is the one breaking the glass. If you pay attention, you will notice that he does look different from the others. He's also the one they zoom in on facial features for throughout.
I think that it is feasible that the seekers, this lead one in particular, could have learned how to make Neville's trap after seeing it, and most likely inspecting it after dark. And as far as them placing the mannequin... if they watched Neville and saw him interacting with it, that seems easy enough for them to move it elsewhere to catch his attention for the trap they set for him. Then it is just a matter of waiting until dark.
As for Anna and Ethan... I hadn't thought about them getting in and out of the island, but that doesn't quite make sense either, as all that was cut off. The SUV I can understand, as they are survivors and so probably have figured out how to keep the seekers from getting to them by now.
